Documented Record
The Record
This section contains documented proposals, observed site conditions, and a chronological account of the permitting and enforcement record — drawn from filed documents, photographs, and written correspondence.
Great Meadow Creek Proposal
In January 2026, Ragnar submitted a detailed conservation strategy to permanently protect the Village's 28-acre marsh — including a path to $1–3.8M in state and federal grants, an oyster restoration program, and a proposal to acquire the adjacent Jonas property as a community access point. The Board has not publicly responded.
Wetland Disturbance on Eastover Road
While flying a drone to document the marsh for his conservation proposal, Ragnar discovered what appears to be unpermitted land clearing, tree removal, and construction of an 8-foot log wall extending 80+ feet into DEC-mapped wetlands — on a property adjacent to Village-owned land. Before-and-after aerials document the change from 2022 to 2025.
Four Years in the Permitting Process
Starting in May 2021, Ragnar made dozens of documented attempts to get routine permit questions answered. Building permits for Parcel 8 and Parcel 9 have gone without a written decision for years. Attorneys were unable to get a response from the Village Attorney even after three weeks.
Village Legal Enforcement Actions
Emergency drainage in December 2023 triggered a Stop Work Order and $500/day fine threats. Three holiday emails to Village leadership went unanswered. A ZBA filing cost $3,500 just to be heard. Estimated Village taxpayer legal expenditure: ~$250,000.
