Proposed & Enacted Legislation
Every proposed local law, every vote, every outcome — on the record. Under a Restore Centre Island administration, residents will never again learn of a new ordinance after it has already passed.
Building Permit Transparency and Response Time Standards
Establishes mandatory written timelines for building permit acknowledgment and decisions — ending the practice of residents waiting years with no formal response from the Building Department.
Key Provisions

7-day written acknowledgment: The Building Inspector must provide written confirmation of receipt within 7 calendar days of a complete permit application being submitted.

30-day formal decision: A written decision — approval, denial with stated reasons, or an itemized deficiency notice specifying exactly what is missing — must be issued within 30 days of that acknowledgment.

30-day extension: A single extension may be granted only if the Building Inspector certifies in writing that five or more applications submitted prior to this one remain pending and undecided. This certification must name each prior application.

Writing requirement: Verbal-only responses do not satisfy any of these requirements. All decisions shall be in writing and delivered to the applicant by certified mail or confirmed email.

Failure to act: If required timelines are not met without a valid written extension, the applicant may pursue Article 78 judicial review. If the court finds the Village failed without good cause, the Village shall bear the applicant's reasonable attorney fees.

Requires all Village board meetings to be recorded on video and published within 48 hours — so every resident can know what their government decided, regardless of whether they could attend in person.

Video recording: All meetings of the Village Board, ZBA, ARB, and Planning Board shall be video recorded in full.

48-hour publication: Recordings shall be posted to the Village website within 48 hours of each meeting's conclusion.

72-hour agendas: Meeting agendas shall be posted publicly at least 72 hours before the meeting.

Draft minutes within 7 days: Draft meeting minutes shall be published within 7 calendar days of each meeting.
- 5
Final minutes within 30 days: Approved final minutes shall be published within 30 days, or within 7 days of approval at the next meeting — whichever is sooner.

Records retention: All written communications on official Village business shall be preserved for a minimum of 7 years and made available under FOIL upon timely request.
